WAYNE, ME — Maine stands at a critical juncture, and I cannot overstate the exceptional opportunity before its citizens: Bobby Charles, a leader with whom I've collaborated for decades on counternarcotics, law enforcement, and national security, has stepped forward to run for Governor. His candidacy represents not merely a political choice, but a decisive moment for Maine's future.
When I served as President Reagan's Attorney General, Bobby was forging his path in the Reagan White House on domestic policy. Even then, his conservative principles were evident, bringing Maine's small-town values to Washington, strengthened by his Oxford economics education, Columbia Law degree, and clerkship on the 9th Circuit Court of Appeals under another Reagan appointee. His early work helped establish constitutional defenses for mandatory minimum sentences targeting drug traffickers.
Bobby's career exemplifies true leadership—being chosen to lead through actions rather than merely appointed to manage. His five years running major investigations for the House Oversight Committee produced landmark hearings on bureaucratic accountability, border security, Waco operations, and illegal immigration—work that provides a blueprint for addressing these issues in Maine and throughout America today.
His commitment to service continued through ten years as a Naval Intelligence Officer, serving on active duty after 9/11 and attaining the rank of Lieutenant Commander. His book "Narcotics and Terrorism" (2003), for which I wrote the introduction, demonstrates his deep expertise in these critical areas.
Two additional qualifications make him uniquely suited to be Maine's next governor:
First, Bobby managed a two-billion-dollar State Department operation—the largest civilian air wing in the federal government—establishing police training and counternarcotics operations in Iraq, Afghanistan, Columbia, Kosovo and other global hotspots. He brought accountability to this role, recovering misused funds, eliminating waste, and investigating abuses of power.
Second, for over 25 years, Bobby has led a successful business supporting five combatant commands in classified and unclassified operations, while also assisting the National Guard, law enforcement groups (including National Narcotics Officers and Major Country Sheriffs Association) and vital nonprofits (including AMAC, DARE America, Partnership for a Drug Free America, and Courage to Speak). His career demonstrates that leadership isn't about crisis management but building resilience.
Bobby Charles represents the leadership Maine needs—someone who won't settle for incremental improvements but will aim for and achieve excellence. He will strengthen law enforcement, put an end to drug traffickers, create effective treatment programs, foster a pro- business environment, reduce taxes, and restore the values that made Maine great. He will restore hope, prosperity, and excellence in Maine, just as President Reagan did in America. Bobby is the real thing, and if Maine wants real change, a return to public safety, drug-free streets, affordability, lower taxes, and stronger schools, my lifetime friend will deliver it.
