Step 1: Freeze the Files -- Day One On his first day in office, Governor Charles will issue an executive order immediately halting the deletion or destruction of all state government emails, documents, contracts, and communications. No records disappear. No hard drives get wiped. The clock stops on Day One.

Step 2: Recover What Was Deleted Direct state IT and law enforcement resources to recover deleted records, emails, and documents from the Mills administration. Work with federal partners, using digital forensic auditors, where necessary. If they deleted it, Maine deserves to know why. Covering up fraud is a crime.

Step 3: Seek a Special Prosecutor Governor Charles will seek an independent Special Prosecutor with no ties to Augusta's political establishment with full authority to investigate fraud, corruption, and misconduct in state government. If the Maine AG refuses, he will rely upon executive authority and a federal nexus to seek a federal prosecutor.

Step 4: Audit Every Department and No-Bid Contract Launch a full forensic audit of every department and no-bid, sole-source contract issued by the Mills administration, focusing on DHHS, Education, and Housing, plus all contracts tied to migrant resettlement, healthcare, and social services. Every dollar tracked. Every vendor scrutinized.

Step 5: Open the Books on Medicaid Fraud Partner with the U.S. Department of Justice and the Trump Administration to conduct a complete forensic audit of MaineCare (Medicaid) spending. Identify every fraudulent claim, every bad actor, and every state official who ignored the warnings. Seek criminal referrals, indictments, prosecutions.

Step 6: Investigate the Bureaucrats Who Looked the Other Way Deploy forensic auditors, investigative attorneys, and professional compliance officers to identify every state official, agency head, procurement officer, program director, and administrator who received fraud warnings and failed to act, with special focus on DHHS, Education, and Housing. Refer those cases to the Special Prosecutor for criminal prosecution.

Step 7: Claw Back Stolen Taxpayer Funds Pursue every available legal avenue -- civil asset forfeiture, state recovery, qui tam (i.e. rewards to whistleblowers), private attorney generals, and federal partnership -- to reclaim every dollar that was stolen or misspent under the Mills administration. Maine taxpayers will be made whole.

Step 8: Reform the Attorney General's Office Establish an assistant attorney general for public corruption to work with newly appointed inspectors general in major departments, with full investigative and prosecutorial authority over state government misconduct, and 60 new public corruption investigators.

Step 9: Establish a Fraud Tip Line and Whistleblower Protections Create a permanent, anonymous state fraud tip line with the strongest whistleblower protections in Maine history. State employees, government contractors, and legislators who report corruption will be protected -- not retaliated against.

Step 10: New Indictments. New Prosecutions. Where the evidence supports criminal charges, Governor Charles will direct the Special Prosecutor and coordinate with the Maine Attorney General and U.S. Attorney's office to bring indictments.
