BOBBY CHARLES LAUNCHES SWEEPING 20-POINT PLAN TO ROOT OUT ROT AND CORRUPTION IN AUGUSTA

LEEDS, ME — Today, crimefighter, former federal investigator, naval intelligence officer, and Republican candidate for Governor Bobby Charles announced an aggressive 20-Point Plan aimed at systematically eradicating political fraud, bureaucratic malfeasance, and backroom corruption across Maine’s state government.

The comprehensive roadmap outlines a hard-hitting framework for accountability, promising immediate personnel firings, mandatory agency-wide audits, and direct criminal coordination with federal law enforcement agencies upon his inauguration.

The rollout arrives alongside alarming new evidence exposed on the ground in Bangor, detailing rampant self-dealing and a systemic protection racket. Public municipal data highlights sitting Bangor City Council members weaponizing public office to route taxpayer dollars directly into organizations they or their family members control. Charles pointed to these hyper-local abuses as a symptom of a larger, systemic disease running rampant from City Halls to the state capitol under the current administration.

“Mainers are working harder than ever just to survive an economy crushed by high taxes and a skyrocketing cost of living, while a protected class of career insiders and corrupt bureaucrats treat public funds like a personal slush fund,” said Bobby Charles. “What we are seeing on the Bangor City Council, politicians voting to line their own pockets and protecting unvetted entities, is absolutely unacceptable. It ends the day I take office.”

“Augusta has become a bloated, unaccountable swamp that protects negligence and shields those who misuse public money. As a former federal investigator, my career has been dedicated to routing out waste, fraud, and abuse at the highest levels of national security. I know exactly how to look through the books, track the money, and wire-brush the corruption completely out of our state infrastructure. We are going to shine a glaring spotlight on these backroom operations and enforce strict, unwavering law and order across Maine,” Charles concluded.

The 20-Point Plan to restore transparency and protect Maine taxpayers includes the following directives:

1. Fire (seek resignations from) all DHHS leadership positions, mid-level (identified ideological) mid-level program managers, corrupt investigators, procurement officers involved in dole source non-compete corrupt contracting);
2. Fire and open investigations on all investigators and program managers involved in kids’ deaths, negligence, malfeasance, and retaliation;
3. Train 60-100 new Maine State investigators (six months), reporting to the GOP AG or, if not, then through DHHS to the Governor himself.
4. Do an agency-by-agency, top-to-bottom program review and audit for all programs, no exceptions.
5. Initiate zero-based budgeting for all age cues and programs.
6. Appoint an IG for all major agencies, including DHHS and Education.
7. Establish an efficiency goal to be made permanent as soon as possible (could take two budget cycles) of at least a 50 percent reduction in spending at DHHS.
8. Create a liaison team (temporary) to open cases of Medicaid fraud with direct pushing of internal criminal referrals to the FBI and the Big Justice Department.
9. Establish a permanent whistleblower line, manned 24-7 for complaints about DHHS employees, investigators, and corruption.
10. Establish a permanent invoice/contractor oversight team if two (target) employees to go over all invoices for fraud, as well as indications of conflicts of interest between internal employees or legislators and DHHS contracts/contractors.
11. Offer rewards for reporting fraud that ends in conviction.
12. Open the books on all cases, review them all anew, and initiate fresh action on child and adult welfare as needed within 60 days.
13. Assist the Big Justice Department to conduct grand jury investigations of all outgoing political and procurement officers involved in state and federal Medicaid fraud, no exceptions.
14. Sign an executive order freezing all files, no destruction of any file (email, text, phone, document) potentially relevant to any state or federal fraud, negligence or abuse case.
15. Sign an executive order barring any governor from granting a pardon or early release order for any person convicted and sentenced in Maine for political fraud or corruption.
16. Create a citizens' task force dedicated to vetting public complaints, and such a task force composed of those who are experts.
17. Grant subpoena power to new DHHS investigators.
18. Create and find an expanded AG division entirely focused on public fraud and abuse.
19. Reinvestigate and claw back money improperly given to Somali and other nonprofits from the Lewiston shooting fund.
20. Investigate any official or their family member unjustly enriched by any public money (or involvement in any aspect of organized crime or illegal drug trade or Chinese true houses) over which they had authority, including constitutional officers, the governor, her staff, and legislators.
